पुलिस अधीक्षक कावेन्द्र सागर और जिला परिषद के मुख्य कार्यकारी अधिकारी सोहनलाल सहित अनेक जिला स्तरीय अधिकारी रहे मौजूद
बीकानेर, 11 अप्रैल। जिला कलेक्टर श्रीमती नम्रता वृष्णि ने शुक्रवार को खाजूवाला की दूरस्थ ग्राम पंचायतों 2 केडब्लूएम (कालूवाला) और 2 केएलडी में मिशन सरहद संवाद के तहत जनसुनवाई की। इस दौरान पुलिस अधीक्षक श्री कावेंद्र सागर और जिला परिषद के मुख्य कार्यकारी अधिकारी श्री सोहनलाल भी मौजूद रहे।
जिला कलेक्टर ने कहा कि बॉर्डर पर बसी दूरस्थ ग्राम पंचायतों के नागरिकों की समस्याओं को सुनने और उनका अविलंब निस्तारण करने के उद्देश्य से मिशन सरहद संवाद प्रारंभ किया गया है। इसके तहत अब तक लगभग एक दर्जन ग्राम पंचायतों में सुनवाई की जा चुकी है। उन्होंने कहा कि इन जनसुनवाईयों में ग्रामीणों को जिला स्तरीय अधिकारियों के समक्ष अपनी समस्याएं रखने का मौका मिलता है। उन्होंने सभी अधिकारियों को इन जनसुनवाई के दौरान आने वाले प्रकरणों को प्राथमिकता से निस्तारित करने के निर्देश दिए।
इस दौरान ग्रामीणों ने गर्मी और प्रस्तावित नहरबंदी के मद्देनजर पेयजल की पर्याप्त व्यवस्था करने की आवश्यकता जताई। ग्रामीणों ने ग्रामीण क्षेत्रों की डिग्गियों की सफाई और इन्हें भरने, नहरों से शिल्ट निकालने सहित अन्य समस्याएं रखी। जिला कलेक्टर ने बताया कि गर्मी और नहरबंदी होने की स्थिति में पेयजल प्रबंधन को लेकर कई सभी व्यवस्थाएं चाक-चौबंद हैं। स्थानीय पुलिस, प्रशासन, जलदाय, विद्युत और जल संसाधन विभाग को समन्वय के साथ कार्य करने के निर्देश दिए गए हैं। उन्होंने बताया कि इसके लिए जिला स्तर पर नियमित समीक्षा की जा रही है।
ग्रामीणों ने पीएम आवास की बकाया किश्तें जारी करने, मनरेगा का भुगतान करवाने की मांग रखी। जिला कलेक्टर ने कहा कि पीएम निवास निर्माण के साथ ही जिओ टैग किया जाए और बेवजह कोई भुगतान बकाया नहीं रहे। इस दौरान कई ग्रामीणों ने नई ग्राम पंचायतों के गठन के प्रस्तावों पर आभार जताया तो कुछ ने इन पर आपत्तियां जताई।
जनसुनवाई के दौरान 2 केडब्लूएम में शराब की अवैध दुकान संचालित किए जाने की शिकायत ग्रामीणों ने की। जिला कलेक्टर ने इस संबंध में अविलंब जांच कर रिपोर्ट उपलब्ध करवाने के निर्देश दिए और कहा कि नियम विरुद्ध संचालन पाए जाने की स्थिति में इसे बंद करवाया जाए। इस दौरान विद्युत लाइनें दुरुस्त करवाने, अतिक्रमण हटाने, सड़क बनाने और इसे ठीक करवाने सहित अनेक समस्याएं आई। जिला कलेक्टर द्वारा इनके लिए सम्बन्धित अधिकारियों को निर्देशित किया गया।
इस दौरान सामाजिक न्याय एवं अधिकारिता विभाग के संयुक्त निदेशक श्री एलडी पंवार, मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी डॉ. पुखराज साध, विद्युत निगम के अधीक्षण अभियंता श्री भूपेंद्र भारद्वाज, जलदाय विभाग के अधीक्षण अभियंता श्री खेमचंद सिंगारिया, महिला एवं बाल विकास विभाग के उपनिदेशक श्री सुभाष बिश्नोई सहित विभिन्न विभागों के जिला एवं ब्लॉक स्तरीय अधिकारी मौजूद रहे।

Bikaner, April 11. District Collector Mrs. Namrata Vrishni held a public hearing under Mission Sarhad Samvad in remote Gram Panchayats 2 KWM (Kaluwala) and 2 KLD of Khajuwala on Friday. During this, Superintendent of Police Mr. Kavendra Sagar and Chief Executive Officer of Zila Parishad Mr. Sohanlal were also present.
The District Collector said that Mission Sarhad Samvad has been started with the aim of listening to the problems of the citizens of remote Gram Panchayats situated on the border and resolving them immediately. Under this, hearing has been done in about a dozen Gram Panchayats so far. He said that in these public hearings, the villagers get a chance to present their problems before the district level officers. He instructed all the officers to dispose of the cases coming during these public hearings on priority.
During this, the villagers expressed the need to make adequate arrangements for drinking water in view of the heat and the proposed canal closure. The villagers raised other problems including cleaning and filling of the ponds in rural areas, removing silt from the canals. The District Collector said that all the arrangements for drinking water management are in place in the event of summer and canal closure. The local police, administration, water supply, electricity and water resources departments have been instructed to work in coordination. He said that regular review is being done at the district level for this.
The villagers demanded the release of outstanding installments of PM Awas and payment of MNREGA. The District Collector said that geo tagging should be done along with the construction of PM Awas and no payment should remain unpaid without reason. During this, many villagers expressed gratitude to the proposals for the formation of new Gram Panchayats, while some raised objections to them.
During the public hearing, the villagers complained about an illegal liquor shop being operated in 2 KWM. The District Collector ordered an immediate inquiry in this regard and provided a report and said that if the operation is found to be against the rules, it should be closed. During this, many problems came up including repairing the electricity lines, removing encroachment, building roads and getting it repaired. The District Collector directed the concerned officials for these. During this, Joint Director of Social Justice and Empowerment Department Mr. LD Panwar, Chief Medical and Health Officer Dr. Pukhraj Sadh, Superintending Engineer of Electricity Corporation Mr. Bhupendra Bhardwaj, Superintending Engineer of Water Supply Department Mr. Khemchand Singaria, Deputy Director of Women and Child Development Department Mr. Subhash Bishnoi along with district and block level officers of various departments were present.
